It's designed to attach to and be worn with our cotton voile pleated button up shirt, but it's great as a stand-alone piece. Made of an certified organic cotton voile, it's light but structural and has a hidden loop and button closure. To "activate" the ruffle, simply pull apart the two layers of cotton away from each other.
